The division operates at a strategic and operational level, promoting change through people, technology, research and information. The division is also responsible for a number of corporate functions, including Information Technology, Legal Services, Internal Audit, and Property Services. |

One of the division’s main aims is to ensure the agency has the right organisational structure, people, and skills to meet its objectives. This includes driving quality and continuous improvement programmes throughout the organisation. Current quality initiatives, championed by Organisation Development, include Investors in People, Charter Mark, and Quality Scotland. The emphasis is on measuring performance, developing a high skill information based organisation, and providing value for money. A specialist internal Management Consultancy Services team is heavily involved in supporting the corporate organisation and individual directorates to achieve their aims. Their work includes promoting knowledge management and intranet initiatives. Each year Scottish Homes spends approximately £750,000 on commissioned housing related Research, making it the largest funder of this type of research in Scotland.
The department is also home to a specialist House Condition Survey team, the Business Intelligence Unit which assists with provision of information and advice on the housing system in Scotland, and the HomePoint information and advice unit.

Director Eileen Scott explains:
"Scottish Homes will change shape over the next couple of years as we face a fresh and challenging role as a housing and communities agency.
The forthcoming Housing Bill will contain provision to change the status of the organisation by converting it to an executive agency of Government. Its Chief Executive will report directly to Ministers.
The agency is also set to assume a wider regulation and monitoring role for all social landlords in Scotland.
We must be alert to these and other changes and be flexible in responding to the requirements of the Government. I am confident that my team can make a real strategic and operational contribution to the agency’s benefit."
